What is the difference between B1 and B2 zoning, and which is Gourmet Xchange?

Gourmet Xchange carries both zonings. The nine-storey Xchange is Business 2 (Food), the zoning for general food industry, and the restored Heritage Terrace is Business 1 (Food), the zoning for light, clean food industry. What URA means by Business 1 and Business 2

URA divides industrial land into two broad business zones. Business 1, or B1, is for clean and light industries whose operations sit comfortably near offices, shops and homes — activities with limited noise, smell and heavy traffic. Business 2, or B2, is for general industry that can generate more of those effects and therefore needs more separation from sensitive neighbours. A B2 building is typically engineered for heavier loads, larger vehicles and more intensive services.

The "(Food)" qualifier narrows both. A Business 2 (Food) site, like the Kallang Way land JTC released in June 2024, is reserved for food industry: production, processing and related activity. The Gourmet Xchange project details list the land use exactly as JTC set it — Business 2 (Food Only).

Why The Xchange is B2 (Food)

The Xchange is where the heavy production happens. Its specification follows from the zoning: 7-metre floor-to-floor heights on storeys 1 to 3 and 5.5 metres above, a ramp that takes 40-footer container trucks to the third storey, a 16-metre driveway on every production floor, kitchen exhaust shafts running to the roof, town gas to every unit and floor traps tied to centralised grease separators. All 255 production units — 210 Standard of 295 to 393 sqm and 45 Deluxe of 570 to 758 sqm — are B2 (Food).

B2 (Food) suits operations that run at scale or around the clock: central kitchens serving outlets across the island, sauce and ready-meal production, industrial bakeries, beverage bottling and cold-chain processing. The floor plans show which storeys carry which format.

Why the Heritage Terrace is B1 (Food)

The Heritage Terrace is the 1980s terrace factory that JTC asked the developer to keep. Its eight three-storey units carry B1 (Food) on the 2nd and 3rd storeys, suited to light food production, R&D kitchens and office space, above a ground-floor restaurant or F&B frontage facing the Central Plaza and Aljunied Road. Restaurant, café, showroom and retail uses are subject to change-of-use approval from the relevant authority(ies).

The B1 (Food) floors suit artisan producers who want to make and sell in one place: a bakery that proofs upstairs and sells downstairs, a chocolate maker with a tasting room, a test kitchen with a showroom for trade buyers.

Choosing between the two at Gourmet Xchange

Most buyers choose by process rather than by label. If the operation needs container deliveries, heavy power, large exhaust volumes or a production line that runs through the night, a B2 (Food) unit in The Xchange is the natural home; a Deluxe unit on storeys 1 to 3 adds its own 40-footer loading lot, dual roller shutters and a mezzanine office. If the operation is lighter and benefits from public frontage, a Heritage Terrace unit gives production space with a shopfront under one title.

Licensing sits on top of zoning. Food businesses also need the relevant licence from the Singapore Food Agency, and fit-out may need approvals from agencies such as SCDF, NEA and BCA, which the operator applies for. Zoning and the price of a unit

Zoning, tenure and specification together shape what a food unit is worth to a buyer. At Gourmet Xchange the B2 (Food) units carry the heavier specification and the larger share of the floor area, while the Heritage Terrace units combine B1 (Food) floors with restaurant frontage. How the two zones sit together on one site

Gourmet Xchange places its two zonings side by side rather than stacking them. The Heritage Terrace runs along Aljunied Road at the eastern end of the site, with the Central Plaza between it and The Xchange, so the lighter B1 (Food) floors and their restaurant frontages face the public spaces, while the heavier B2 (Food) production, its ramp and its 16-metre driveways sit within the nine-storey block along Kallang Way. Trucks serving The Xchange stay on the ramp and the driveways; the terrace is served by three common loading lots of its own. That separation lets an artisan producer in the terrace work beside a shopfront without sharing a loading deck with container traffic, and lets a central kitchen in The Xchange run at industrial scale without affecting the plaza.

What each zone means in floor area and price

The two zonings also differ in format. A B2 (Food) Standard unit is 295 to 393 sqm (3,175–4,230 sq ft) from $2,080,000, and a Deluxe unit 570 to 758 sqm (6,135–8,159 sq ft) from $6,220,000, as at October 2026. A Heritage Terrace unit is a single three-storey unit of 598 to 753 sqm (6,437–8,105 sq ft) from $6,107,000, combining the ground-floor restaurant or F&B* level with two B1 (Food) storeys above.
